    Tonya Burke

    Director of Apprenticeship and Worked Based Programs

    Tonya Burke has close to 30 years of professional experience which has brought vision, strategy, and leading-edge partnerships driving transformational advances in education, workforce, and economic development. She spent 18 years working with the State of California’s Department of Rehabilitation and the California Workforce Development Board. In her most recent role, she led the High Road Training Partnership initiative and grant program, which addressed income inequality, economic competitiveness, and climate change through the development of unique regional training opportunities and skills strategies designed to support economically and environmentally resilient communities across the state. Tonya has served on several boards and organizations, including the Riverside Transit Agency, Community Action Partnership (CAP), League of California Cities – Housing, Community & Economic Development Committee, and a member of Alpha Kappa Alpha Sorority Inc. She holds a BA in Psychology from the University of California Santa Cruz, an MA in Clinical Psychology from Pepperdine University, and is a PhD candidate at Northcentral University, working to complete her dissertation, The Strong Black Woman Schema: A Qualitative Case Study Exploring the Online Abuse of African American Female Municipal Level Politicians in The United States.

    Tonya currently resides in the City of Perris, where she previously served as a City Councilmember. She is a devout foodie, who loves spending her free time with her husband Jason, their three adult children (Devon, Brianna, and Jaylyn), and granddaughter (Kiani).

    Joyce Johnson

    Provost for the Temecula Valley Campus and Vice President of Career Education, Nursing/Allied Health & Counseling

    For the past 25 years, Joyce has served in various roles at MSJC, making a significant contribution to the college’s career education and workforce development programs, securing support through various grants, and developing strategies for successful collaboration, implementation, and innovation.  As an education leader across the Riverside region and throughout the state, she has served on local, state, and regional boards, collaborating with other industry leaders, policymakers, and experts to address workforce development challenges and promote effective strategies for preparing the workforce for the future. Joyce holds a Master in Science Nursing Education from California State University, Dominguez Hills, a Bachelor of Science Degree in Nursing from the University of Phoenix, and prides herself on being a community college graduate with an Associate Degree in Nursing from Victor Valley College.   Joyce is the wife to her childhood sweetheart Michael, the mother of four adult children, Mychael, Marcus, Maurice and Mackenzie and the proudest gramme to eight beautiful, gifted grandchildren.
